Tuition Equity and Exemption from Non-Resident Tuition

Oregon House Bill 2787 and Senate Bill SB1563 provides that certain students are entitled to exemption from nonresident tuition and fees at public universities. In summary, OSU may grant in-state tuition for undocumented students who have attended school in the country for at least five years; studied at an Oregon high school for at least three years; graduated from an Oregon high school; enroll in university no more than three years from graduating from high school; and show intention to become a U.S. citizen or lawful permanent resident. Oregon Senate Bill 1522 expanded the categories of individuals who are exempt from non-resident tuition to include:

  • A student who is a COFA islander and who has not previously established residence in any state or territory of the United States or the District of Columbia other than Oregon
  • A student who is a refugee or special immigrant visa holder and who has not previously established residence in any state or territory of the United States or the District of Columbia other than Oregon

Oregon State University students who are enrolled members of the 574 federally recognized Tribes as included on the Federal Register, shall be considered residents of the state of Oregon for tuition purposes. This policy shall include enrolled members of any Tribes added to the Federal Register in future years. Learn more.

Oregon Residency

Oregon State University carefully reviews the residency status of all students at the time of application using the Residency Standards. Only authorized residency officers may apply and interpret these rules and procedures. No other indication or determination of residency by any other institutional office, department, program, or staff represents the official institutional determination of residency for Oregon State University.

OSU Residency Affidavit Filing Deadlines

Residency affidavits must be submitted to the Office of Admissions by the last day to register for the term for which resident classification is sought, which is always the Friday of the first week of the term (see below for specific dates). Residency is not granted retroactively for previous terms. These deadlines will be strictly enforced.
